As Bali's property market has professionalised, its scams have too. The crude cons — stolen photos, vanishing landlords — still exist, but the growth area in 2026 is paperwork: fake or unqualified "compliance agents" selling Bali property compliance documents that are forged, incomplete, or simply not what they claim to be. Buyers who have learned to ask for certificates, zoning letters and permits are now being handed convincing versions of all three by people with no authority to produce any of them. This guide maps which documents actually matter, how the fake-agent economy works, and how to verify both the paper and the person holding it.

Why paperwork became the scam vector

Ten years ago, foreign buyers lost money mainly because they did not ask for documents. Today most buyers arrive with a checklist — and the scam has adapted to feed the checklist. If a purchaser will not wire funds until they see a land certificate, a zoning confirmation and a building approval, then the profitable fraud is producing those artifacts: scanned certificates with altered names, "zoning letters" from offices that issue no such letters, permit numbers that match nothing in any registry, and receipts for government fees that were never paid.

The second driver is genuine regulatory tightening. Indonesia has been strengthening enforcement around building approvals (PBG), functional certificates (SLF), rental licensing and agent certification — and every new compliance requirement creates a market for middlemen who promise to handle it. Some are legitimate consultants. Some are unlicensed fixers whose "fast-track" is a bribe or a forgery. Some are outright fraudsters who collect fees for documents they never file. From the outside, all three look identical: a friendly professional with a logo, a WhatsApp number and a fee schedule.

Before you can spot a fake, you need to know what the real set looks like. For a leasehold villa purchase or build, the core stack is:

Note the pattern in the right-hand column: every genuine document traces back to a government registry or a state-appointed official. That is the property you will use against fakes — real documents are verifiable at their source, and a document that can only be verified by the person who sold it to you is not verification at all.

How fake compliance agents operate

The forged-certificate broker

Produces or passes along altered land certificates — changed names, invented plot numbers, copies of certificates for land that is mortgaged, disputed or double-issued. The defence is absolute: certificates are verified at the BPN land office in person by your own lawyer, never from a photocopy or photo, and never through an intermediary chosen by the seller.

The permit fixer

Sells "guaranteed" PBG approvals, rental licences or zoning changes at speed, for cash. Three failure modes: the document never materialises; the document is forged and matches nothing in SIMBG or any registry; or it is obtained through corrupt shortcuts and collapses under later inspection — with the building, and your investment, carrying the consequences. Anyone promising to convert green-zone land or bypass a moratorium district "through connections" is describing either a fantasy or a crime.

The fake notary chain

In Indonesia, land deeds must pass through a notary/PPAT — state-appointed officials with defined authority. Scammers exploit the title's prestige: fake "notary representatives", unofficial offices, or real staff acting outside any appointment. Deals where you never meet the notary, or where the "notary" was introduced by the seller and resists independent contact, deserve deep suspicion. Verify the individual's appointment independently and insist on signing at their registered office.

The unlicensed agency

Indonesia does regulate property intermediaries: agencies require a trade licence for property brokerage (SIU-P4), and recent regulation has tightened competency certification for agents, with the professional association AREBI operating certification and standards. In practice much of Bali's foreigner-facing market operates outside this framework — which is precisely why credentials are worth asking for. An agency that can show its licences and registered entity has accountability; a "consultant" with neither is a WhatsApp number that can disappear.

How to verify the person

  • Notary/PPAT: confirm their appointment and registered office independently; meet at the office, not a café; confirm the deed will be registered, not merely stamped.
  • Agent or agency: ask for the registered company name, NIB, and brokerage licence; check the entity in AHU Online; search the name in Bali's property and expat communities for history.
  • Compliance consultant: ask exactly which office issues the document they are "handling", what the government fee is versus their service fee, and insist on receiving official receipts. A legitimate consultant explains the process; a fixer sells the outcome.
  • Anyone at all: if they were introduced by the seller and object to your hiring independent counsel, that objection is the finding.

How to verify the paper

  • Land certificates: physical verification at BPN through your own lawyer — checking authenticity, the ownership chain, and encumbrances. Allow the weeks this takes; sellers who cannot wait are self-selecting out.
  • PBG and SLF: verify permit numbers through the SIMBG portal rather than accepting a PDF. Confirm the approval matches the actual plot and building — a real permit for a different building is a classic sleight of hand.

Can I verify Bali property documents remotely?

Largely yes, through the right proxy. Registry checks on companies and permits are online, and an independent Indonesian lawyer can perform the physical BPN certificate verification and attend the notary on your behalf under Power of Attorney. What you cannot safely do remotely is skip those steps and rely on scans sent by the seller's side.

How much does proper document verification cost?

Budget for independent legal fees covering certificate verification, zoning and permit checks, and contract review — typically a small fraction of one percent of a villa project's cost, and trivial next to the losses it prevents.
