Bali vs Phuket: where should you build your villa?
Southeast Asia's two villa capitals get compared in every investor forum, so here's the grounded version. Construction costs are closer than most people expect — the real differences are land pricing, ownership structure and the shape of the rental year. We build in Bali, and we'll be straight about where Phuket is genuinely strong.
The comparison at a glance
| Bali | Phuket | |
|---|---|---|
| Construction cost / m² | $600–2,000 | ≈$700–2,200 (typical quotes) |
| Entry-level land (buildable, leasehold) | From ~$40K (Tabanan/east) | Generally higher entry on-island |
| Foreign ownership route | Leasehold 25–30y / HGB via PT PMA | 30y lease / Thai Co. structure |
| Rental seasonality | Long high season, nomad base year-round | Stronger seasonal peaks & lows |
| Typical build timeline | 8–12 months + permits | 8–14 months + permits |
| Nightly-rate momentum (design villas) | Strong and rising | Stable, resort-led |
| Airport & access | DPS — one hub, expanding | HKT + strong charter network |

Where Bali wins
- Land depth and entry price. Bali still offers verified buildable leasehold from around $40K in growth corridors like Tabanan/Kedungu — an entry point Phuket's island geography can't match.
- A year-round demand engine. The digital-nomad and lifestyle scene keeps Canggu–Pererenan occupancy strong outside classic tourist peaks, smoothing rental income.
- Design-market momentum. Bali's architectural villa scene sets nightly-rate records that Phuket's more resort-shaped market rarely chases.
- Micro-market variety. Surf coast, cliff luxury, jungle retreat and value frontier — four genuinely different investment theses on one island.
Where Phuket is genuinely strong
- Infrastructure maturity. Roads, hospitals, international schools and marinas are a step ahead of most of Bali.
- Charter-flight tourism. Direct wide-body and charter connectivity delivers dependable seasonal volume, especially from Europe, Russia and China.
- Condominium freehold. For apartment-format investments (not land villas), Thailand's foreign freehold condo quota is a real structural advantage.
The verdict
If you want an apartment-style, hands-off resort asset with charter-tourism demand — Phuket argues well. If you're building a villa on land and optimising cost-in versus value-out, Bali's land pricing, rental momentum and design market give the build math more room to win. Start with the real Bali cost-per-m² numbers and the calculator, then compare quotes like-for-like.
FAQ
Where is it cheaper to build — Bali or Phuket?
Construction itself is broadly comparable: roughly $600–2,000/m² in Bali versus roughly $700–2,200/m² typically quoted in Phuket, depending on spec. The bigger cost difference sits in land: comparable beach-area plots in Phuket generally price higher than Bali equivalents outside Canggu's hottest streets.
Can foreigners own property in both places?
Neither country lets foreigners own land freehold personally. Bali works on registered leasehold (25–30 years with extensions) or HGB title via a PT PMA company; Thailand uses 30-year leases or a Thai company structure, with condominium freehold as a Thailand-specific option that doesn't apply to villas with land.
Which rental market is stronger?
Both are world-class. Bali's occupancy is driven by a year-round lifestyle/digital-nomad scene and shorter low seasons in the south; Phuket leans more on classic seasonal resort tourism with strong Russian, Chinese and European charter flows. Bali currently has the momentum in nightly-rate growth for design-led villas.
What about build quality and contractors?
Both islands have excellent and terrible contractors; neither has a monopoly on quality. The practical difference is supervision: build where you (or a partner you trust) can genuinely oversee milestones. That, more than geography, decides how your build goes.
